The Montgomery County Council will hold a Fiscal Year 2011 Operating Budget worksession on Monday, May 17, 2010 beginning at 9:30 a.m. This meeting will be held in the Third Floor Hearing Room of the Council Office Building at 100 Maryland Ave. in Rockville. The meeting will be televised live by County Cable Montgomery (CCM—Cable Channel 6 on Comcast and RCN, Channel 30 on Verizon) and also will be available via streaming through the County Web site at http://www.montgomerycountymd.gov/.
The Council will discuss the annual Community Grants program and the new MC 311 Customer Service Center that will radically change how the County addresses requests for services and information. The Council also will get an updated report on the proposed consolidation of the Park Police unit of the Maryland-National Capital Park and Planning Commission with the Montgomery County Police. Another item on the Council agenda is Department of Economic Development.
The Council is scheduled to reach a tentative agreement on the budget on May 20 and is scheduled to adopt the budget on May 27.

Montgomery County Council Begins FY11 Operating Budget Sessions
The Montgomery County Council began worksessions on the Fiscal Year 2011 Operating Budget today, Monday, May 10, 2010 with a status report on progress toward achieving a balanced budget from Council Staff Director Steve Farber. This report reflects the intensive work of the Council’s six committees since budget public hearings were held April 5-9. The report presented to the Council includes committee recommendations to the Council that differ from County Executive Isiah Leggett’s recommended budget that was presented on March 15 and adjusted on April 22. The report will include items the committees have placed on the “reconciliation list” for further consideration if funding resources permit.
The Council started worksessions concerning the operating budget requests of the Washington Suburban Sanitary Commission, the Maryland-National Capital Park and Planning Commission, the Department of Recreation and the Police Department.
The Council is also considering tentative approval of more than 50 budget requests on a consent calendar.
The Council is scheduled to reach a tentative agreement on the budget on May 20 and is scheduled to adopt the budget on May 27.

Our Prayers to Officer Hector Ayala’s Family and Friends
On Sunday, Montgomery County tragically lost one of the County’s finest—Montgomery County Police Officer Hector Ayala. Officer Ayala gave his life doing what he loved most—serving our residents and helping his fellow colleagues. He served our County for seven years mostly working the night shift in the Wheaton District responding to events as they were occurring. He is survived by his wife, a son, and triplets expected to be born in June.
Our hearts and prayers go out to Officer Ayala’s family and friends.

Trachtenberg Office Attends Western Montgomery Citizens Advisory Board Meeting
Naomi Bloch represented the Trachtenberg office at last night’s meeting of the Western Montgomery Citizens’ Advisory Board meeting which took place at the Rockville Library located at 21 Maryland Avenue in Rockville.
There was a very full agenda that included presentations from several different speakers including:
Chief Treschuk of the Rockville Police Department; Acting Commander John Hack, Montgomery County Police – 1st District Station who updated everyone on some of the most concerning trends in the county. Two issue areas of particular concern: the rise in the theft of GPS units from cars and the ongoing problem of daytime residential robberies in Potomac.
Mr. Hamid Omidvar from the Department of General Services updating us on the plans for the Circuit Court Annex as well as a general overview of the Government Core Facilities Master Plan Study.
Mr. Fred Lees, from the Department of Transportation, talked about the recently completed Rockville Pike Pedestrian Safety Audit. The primary area of focus for the audit was from Bou Road down to Randolph Road. This was because this is where the highest numbers of pedestrian accidents have been occurring. No final decisions have been made as to the extent of the final changes but Mr. Lees did say that better lighting and signage would certainly be one area that will be upgraded.
Ms. Jenny Kimball, Assistant City Manager told us about the Rockville Neighborhood Resources (RNR) Program which exists to better connect the communities and the Rockville City government. For more information about this program: http://www.rockvillemd.gov/
Finally we heard from Mr. Philip Mclaughlin from Ride On with his update about the recent concerns about eliminating bus routes. He told us that for the time being, service cuts have been averted for the FY10 budget but that it remains to be seen what future cuts there may be when the FY11 budget comes over from the County Executive on March 15th. He also talked about the challenges from the recent snow storms.

The Trachtenberg Office Attends East County Citizens Advisory Board Meeting

In addition to the regular monthly meeting, where any resident is invited to attend and present any of their concerns to the Board, there were also three separate speakers:
Mr. Jim Stowe, from the Montgomery County Office of the Human Rights Commission, presented information about the wide range of issues their office works on in order to help any county resident who believes that they may have been discriminated against. He explained that it is illegal in Montgomery County to discriminate against anyone based on: age, race, age, national origin; gender identity; physical or mental disability, just to name some of the areas that they work on. It is also illegal to discriminate against anyone in housing and real estate for any reason. Their office is located at:

The second speaker was Ms. Roylene Roberts from the Department of Community Affairs, who presented an update regarding the Burtonsville Revitalization plan. The plans mainly address façade upgrades and a general beautification of the central business areas including sidewalk upgrades, landscaping and an overall unification of the look visual esthetic including signs that would mark the boundaries of the town.
The final guest speaker was Ms. Joy Patil of the Third District, Department of Crime Prevention, Environmental Design program (CEPTED). Ms. Patil let the audience know that her office works with residents, businesses and designers in order to address the environmental aspects of making an area safe from where trees and shrubs are placed to lighting and the location of parking and traffic flow in and out of the area. This is a free service offered to anyone in the community and she invited people to contact her for more information and to make an appointment for an assessment of your property or to invite her to make a presentation to your organization.

Silver Spring Public Safety Community Meeting
Despite the cold , snow on the sidewalks and the holiday season in full swing, about 30 concerned Silver Spring residents attended a public safety community meeting hosted by Councilmember Valerie Ervin on Tuesday, December 22. Commander Donald M. Johnson (3rd District – Silver Spring) of the Montgomery County Police Department and Chief Darien Manley and Sgt. Lauryn McNeill of the Maryland-National Park Police discussed crime trends and provided information about ongoing investigations. Wil Gutierrez attended on behalf of Councilmember Trachtenberg’s office.
According to both police departments, crime is down in the Silver Spring area. However, they reiterated that the departments need the help of residents to keep this trend down in 2010. If you see a suspicious or criminal activity, report it to the police immediately so they can provide an appropriate response. The following are the numbers for non-emergency situations:
Montgomery County Police Department: 301-279-8000
Maryland-National Park Police (for suspicious or criminal activities in parks): 301-949-3010
Maryland State Police (for suspicious or criminal activities on highways i.e. I-270, I-495): #77
For life-threatening emergencies, call 911.
The Park Police also provided helpful tips to prevent thefts, such as:
• Lock it
• Alarm it
• Hide it
• Leave it at home
• Beware of surroundings
• Don’t wear earphones (so you can hear what’s going on around you)
• Use the buddy system
• Call the police immediately if you’re a victim
The Park Police also wants you to write down the serial numbers of your electronics. In doing so, you help the police track down your belongings if they ever are stolen.
Additionally, the Park Police described their Park Watch program. Both the County Police Department and Park Police answered questions from residents and address community concerns. Reemberto Rodriguez, director of the Silver Spring Regional Services Center, was also in attendance.
